The quarterly membership meeting of the Chicago Democratic Socialists of America (CDSA) was called to order at 1:09PM December 2, 2018 by Lucie M. The Executive Committee Officers, Branch Representatives, Branch Steering Committee Members, National Political Committee Members, and members involved in the national organization were introduced.

Leonard P moved that the agenda be adopted. The motion was seconded. Steve O moved to amend the agenda by adding thirty minutes to Item 3a to discuss the municipal election results and make suggestions for the municipal runoff. The motion to amend was seconded and after debate failed. The motion to adopt the agenda as written was adopted.
Joe A moved to adopt the December general meeting minutes without reading them aloud. The motion was seconded and adopted.
Joe A moved to adopt the consent agenda of EC decisions without reading them aloud. The motion was seconded and adopted.
Sean D, John T, and Spencer C presented on the results of the Chicago municipal election and the work done by the ad hoc electoral committee in support of the chapter’s endorsed candidates.
Paul A moved to add 5 minutes to the agenda and discuss at that moment the question of endorsing of Andre Vasquez for 40th ward alderman. The motion to add the agenda item was seconded and after debate was adopted.

Joe A gave a report on the internal elections committee. The committee had drafted process for convention and branch elections. It asked for members to consider running for positions in the coming months or consider volunteering to help plan the elections.
Melinda, Tina, Sarah, and Keith gave a report on the Lift the Ban campaign. They discussed their efforts to illustrate where real estate and developer money was being spent. They also discussed statewide legislation on lifting the ban on rent control in Illinois and instituting statewide rent control measures. The next action associated with Lift the Ban would be April 1.
Ed C gave a report as treasurer on the 2018 budget and the current approved budget for 2019. He also spoke about the upcoming Debs Dinner Fundraiser, announcing that Sara Nelson, President of the AFA, would be the keynote speaker.
Dele B gave a presentation on the potential restructuring of DSA locally, regionally, and nationally.
Marianela presented on the upcoming National Convention in August of 2019 changes to the process from previous conventions and the upcoming regional conference preceding the convention to occur in Chicago April 13 and 14.
A ten-minute recess occurred.
After the recess, a motion was made to limit debate to two minutes for any speaker. The motion was seconded and carried.
The Environmental Justice Working Group gave a presentation on a potential chapter-wide campaign to democratize ComEd. They then moved for the chapter to adopt the campaign and direct the EC to form a project committee to oversee this campaign. The motion was seconded and after debate the motion to adopt the campaign carried.
The Healthcare Working Group gave a presentation on a potential chapter-wide campaign to promote Medicare-for-All in the Chicago area. They then moved for the chapter to adopt the campaign and direct the EC to form a project committee to oversee this campaign. The motion was seconded and after debate the motion to adopt the campaign carried.
A five-minute recess occurred.
After the recess, Kenzo S moved the following resolutions.
Therefore be it resolved Chicago DSA Executive Committee will direct a committee to develop a Bernie 2020 campaign plan to be brought before the general membership for debate and endorsement in mid 2019, and to begin preliminary work so that the plan may be quickly implemented should it be endorsed. The Bernie 2020 committee will be composed of representatives from each Chicago DSA chapter-wide campaign, the Labor WG, Electoral WG, Socialist Feminist WG, Anti-Racism WG and the NPC.
Be it further resolved Chicago DSA calls on DSA to organize an independent national campaign and promptly endorse Bernie Sanders’ presidential campaign. Such an endorsement should be made by a referendum of the whole membership of DSA — following a democratic discussion — and ratified by the National Political Committee (NPC). Chicago DSA calls on the NPC to continue preparing for such a process so that an endorsement can be made promptly, now that Sanders has announced his campaign for Presidency.
The motion was seconded. Sean D moved to divide the question. The motion to divide the question was seconded and failed. Isaac S moved to amend the proposal striking “organize an independent national campaign and” The motion to amend was seconded and after debate adopted. Ron B moved to amend the proposal having the resolution read “The Bernie 2020 committee will be ideally composed of …” The motion to amend was seconded and adopted. The main motion as amended was then adopted.
Ramsin announced the upcoming semester of the Socialist Night School.
Micah announced a pair of educational events occurring in the upcoming week.
The chapter sang “Solidarity Forever” lead by Devin and Lucie moved to adjourn the meeting at 3:50PM. The motion to adjourn was seconded and adopted.
